Capital Humano y Productividad: El gran desafío del sector construcción

Para quienes somos parte de la industria, no es una gran novedad comentar que el sector de la construcción representa alrededor del 7% del PIB y emplea cerca del 10% de los trabajadores del país. En otras palabras, podríamos decir que nuestro sector es un barómetro de la economía.
A pesar de esta prominencia, hay un aspecto inquietante: la brecha en nuestra productividad. Si nos ponemos en paralelo con potencias constructivas como Japón o Alemania, la comparativa es reveladora. Su rendimiento promedio de 0,37m2/H-Día eclipsa nuestra cifra de 0,24m2/H-Día, destacando que aún tenemos un largo camino por recorrer. Este desfase implica que, ante los mismos recursos y condiciones, logramos construir menos en comparación con nuestros pares internacionales.
Ante tales cifras, la pregunta obligada es: ¿Se trata de una carencia tecnológica, metodológica o de talento? Aunque no hay una respuesta absoluta, es evidente que nuestra fuerza laboral y su rendimiento es un punto crítico. En Chile, necesitamos cuatro trabajadores adicionales para lograr lo que otros países de la OCDE alcanzan con menos mano de obra. Esto nos lleva a reflexionar: ¿dónde y cómo podemos mejorar?
La respuesta, en parte, reside en la inversión en el capital humano. La formación y capacitación son esenciales para incrementar la productividad. Sin embargo, las cifras revelan un descuido lamentable: solo un 8% de las empresas medianas y grandes del sector invierte en formar a su personal. A ello se suma que nuestra industria enfrenta un reto en atraer y retener talento, evidenciado por el 65% de las empresas que tienen dificultades en llenar sus vacantes.
Ante este panorama, es imperativo replantearnos. Debemos poner en el centro a nuestro capital humano, capacitándolo en tecnología, procesos constructivos y habilidades específicas, con un enfoque especial en productividad y sostenibilidad. La academia y las empresas deben actuar de forma conjunta. Por ejemplo, aprovechando herramientas como la franquicia tributaria en capacitación, que lamentablemente sigue siendo subutilizada.
Construir ha de ser sinónimo de superación en las brechas del proceso constructivo y de un enfoque constructivista con el capital humano que interviene en ellas. En ello la formación resulta clave, pues nos permitirá reducir nuestros índices de productividad y hacer nuestras obras mucho más conscientes de su entorno, con foco en la calidad. No podemos olvidar que nuestro sector es conexión y sueños: conexión con las obras de infraestructura tan necesarias para el desplazamiento y sueños no sólo por el hecho de obtener la vivienda propia, sino por ser este espacio el que permite a las familias, con las complejidades de cada una, imaginar con un mejor mañana.
